Unfortunately, experience has shown that many legislation titles tend to be diametrically opposed to reality, as in the \u201cpaperwork reduction act.\u201d<br \/>\nConsequently, it came as no surprise that Ralph Hudgens, Georgia\u2019s Insurance Commissioner, has asked for a 30-day delay in approving plans submitted by seven insurance companies.
